TM invites private parking owners to open spaces to the public
Press Release 17 MARCH 2026:Transport Malta is inviting commercial outlets to make their existing car park facilities available for use by the general public outside normal business hours.
The purpose of this Preliminary Market Consultation (PMC) is to gather non-binding information from the market and better understand potential participation models, operational constraints, and opportunities related to the use of privately-owned parking spaces.
The information collected through this exercise will support Transport Malta in assessing the feasibility of future initiatives intended to improve parking availability and optimise the use of existing parking infrastructure across Malta and Gozo.
Through this PMC, Transport Malta is inviting feedback from commercial outlets that own or manage car park facilities, including but not limited to:
- Retail centres
- Office buildings
- Supermarkets
- Hotels
- Entertainment venues
- Mixed-use developments
Interested commercial operators are invited to submit their response electronically through the ePPS (Electronic Public Procurement System).

Transport Malta aims to work with the market to explore practical solutions that can help improve parking availability and make better use of existing parking facilities across Malta and Gozo.
