Registration of Vehicles to be used on Weekends and Public Holidays

  1. INTRODUCTION

    1. The following procedure is intended to serve as a guideline to all importers or individuals registering an M1 Motor Vehicle or Motorcycle under the Weekends and Public Holidays Scheme.
    2. The Weekends and Public Holidays Scheme is regulated by the provisions of the Motor Vehicles Registration and Licensing Act (CAP368) article 8(4)(5)(6) and (7) and the Registration and Licensing of Motor Vehicles (S.L.368.02) regulation 6C(1)(2) and (3).
  2. INTERPRETATION

    1. ‘M1 motor vehicle’ means a vehicle used for the carriage of passengers and comprising no more than eight seats in addition to the driver’s seat.
    2. For the purpose of this scheme an M1 motor vehicle shall have a CO2 emission level equal to or higher than 201g/km for NEDC or 221g/km for WLPT (and having an emission level equivalent to the latest European Standard, latest European Standard minus one or latest European Standard minus two).
    3. ‘Motor Cycle’ means any two-wheeled vehicle, with or without a sidecar, fitted with an engine having a cylinder capacity of more than 50cm3 if of the internal combustion type and, or having a maximum design speed of more than 45 km/h.
    4. For the purpose of this scheme a Motor Cycle shall have an engine capacity equal to or higher than 801cc.
  3. GUIDELINES AND CRITERIA

    1. Importers or individuals who import or bring an M1 Motor Vehicle or Motor Cycle and fall under the criteria of items 2.2 and 2.4 above, may register their vehicle to be used on the road in Malta solely and exclusively on Saturdays, Sundays, National holidays and other public holidays.
    2. The registration tax for M1 Motor Vehicles and Motor Cycles which are registered under this scheme shall be 40% of the full rate payable to the rate established in the Second Schedule of the Motor Vehicles Registration and Licensing Act (CAP368). A minimum level of the registration tax equal to €2,000 for M1 Vehicles and €1,000 for Motor Cycles will be applicable to both new and used vehicles being registered under this scheme
    3. All necessary documents and application forms to register such vehicles must be presented at the Land Transport Directorate - refer SOPV 02: Registering & Licensing a New & Used Motor Vehicles
    4. The annually circulation licence fee shall be paid in full as specified in the Forth Schedule of the Motor Vehicles Registration and Licensing Act (CAP368) in respect of every M1 Motor Vehicle and Motor Cycle registered under this scheme.
    5. The registration plates for such vehicles to use on the road in Malta solely and exclusively on Saturdays, Sundays and other national /public holidays shall carry red characters.
  4. SPECIAL PERMITS

    1. The Authority may grant permission to use on the road a vehicle or a motorcycle registered under this scheme on a day other than Saturdays, Sundays and national or other public holidays. The special permit may be issued in the Authority’s absolute discretion.
    2. The registered owner shall duly fill in application form VEH 56 and submit it at the Vehicle Licensing Unit, Land Transport A3 Towers, Triq l-Arkata, Paola PLA1212, Malta, weekdays, between 7.30am and noon by not later than three (3) working days prior to the day for which such permit is being sought.
    3. All necessary documents and application forms to register such vehicles must be presented at the Land Transport Directorate - refer SOPV 02: Registering & Licensing a New & Used Motor Vehicles
    4. The Authority, may, when it deems necessary request the submission of supporting documents to issue such special permit.
  5. CONDITIONS

    1. Vehicles registered under this scheme shall not be parked on the road between Monday and Friday (both days included).
    2. The registered owner of a vehicle registered under this scheme who is no longer interested in using the said vehicle limited only to Saturdays, Sundays, national or other public holidays shall notify the Authority. The Authority shall determine the value of that vehicle for the purpose of calculation the registration tax payable. The registered owner or purchaser, as the case may be, shall pay 60% of the amount of the tax determined.
  6. PENALTIES

    1. Any person who makes use of an M1 motor vehicle or a motor cycle which has been registered with the Authority for use on the road in Malta solely and exclusively on Saturdays, Sundays, national or any other public holiday, on any other day shall be guilty of an offence and on conviction shall be liable to a fine (multa) not exceeding two thousand five hundred euro (€2,500), or twice the amount of the registration tax endangered, whichever is the greater, or to imprisonment for a term not exceeding six months, or to both such fine and imprisonment.
  7. WEEKEND SCHEME FOR REGISTERED M1 VEHICLES AND MOTORCYCLES

    1. All M1 vehicles and motorcycles that are already registered (registration tax paid in full) with Transport Malta can apply for the weekend scheme and will be used for weekends (From Friday 18:00hrs) and Public Holidays only. Therefore, will have their annual circulation fee reduced by 65%. Number Plates will be changed from white background with black characters to white background with red characters. M1 Vehicles and motorcycles applying for this scheme must be kept garaged between Monday to Friday till 18:00hrs.
    2. Documents required:
      1. VEH 006;
      2. Original Registration Certificate (Logbook);
      3. Road licence if it is not expired;
      4. Number Plates.
