Purchase of Used Electric Vehicles - 2026

This incentive scheme intends to promote the use of used electric vehicles.
Who can Apply?
- Persons residing in Malta;
- Local Councils
- Voluntary organisations; and
- Undertakings established in Malta.
Scheme Conditions
This incentive allows a mix and match of purchase of used electric vehicles, and replacement of old vehicles.
The grant shall support the purchase of used electric vehicles from the following categories, which must have been registered in Malta after the 1st of January 2025:
- Category L - Mopeds, Motorcycles, Tricycles and Quadricycles;
- Category M1 - Passenger cars;
- Category N1 - Small commercial vehicles;
For this scheme, a Used Electric Vehicle is defined as an electric vehicle originating from any of the following countries, and which was put into free circulation in such country before its entry into Malta:
- any Member State of the European Union;
- the United Kingdom;
- the Channel Islands (Guernsey and Jersey);
- the Isle of Man;
- Monaco;
- Andorra;
- San Marino; or
- Northern Ireland.
The grant includes a scrappage scheme intended to provide further financial support to applicants who, while purchasing and registering a used electric vehicle, deregister a category L, M1 or N vehicle which is at least 10 years old from its year of manufacture.
Every applicant is entitled to a maximum of one grant under this scheme. The total grant issued to applicants for any of these incentives shall not exceed the purchase price of the used electric vehicle.
The purchaser of the vehicle shall be considered as the ultimate applicant in terms of this scheme.

Terms and Conditions
- Scrapped vehicle must be at least 10 years old from the Year of Manufacture on the date of destruction.
- The Scrapped vehicle must be licensed with Transport Malta in the name of the applicant before its destruction and before the registration of the used electric vehicle or, in the case of pedelecs, before the date of purchase.
- Deregistered vehicles which had benefitted from the provisions of S.L.65.24 shall not be eligible for this scrappage scheme.
- Vehicles must be scrapped at Authorised Treatment Facilities approved in compliance with the Waste Management (End of Life) Regulations S.L.549.36. Destruction Certificates issued must be dated 2025 or 2026.
- If the scrapped vehicle was continuously registered in Gozo between the 11th October 2021 and the date of scrappage, and the bank account to which the applicant requests the issue of the grant is registered on an address in Gozo, applicant shall be entitled for an additional scrappage grant of 1,000.
Applying for this Incentive
Applications shall be submitted by the purchaser after the used electric vehicle has been registered by submitting application form VEH 077 below along with any information, details and documents required therein.
In the case of an application within the scope of the De Minimis State Aid*, the State Aid Declaration VEH071 is also required.

*Depending on the sector of activity of the applicant, the De Minimis rules stipulated in Commission Regulation (EU) No. 2023/2831, Commission Regulation (EU) No. 1408/2013 or Commission Regulation (EU) No. 717/2014 shall apply.
Bank Document Evidence
The bank document to be submitted along with the application must provide sufficient proof that the IBAN included in the form where the grant is to be deposited is effectively owned by the applicant or the spouse of the applicant. Therefore, this document must be issued by the bank where the account is held and must show, as a minimum, the following information:
- The IBAN or, as a minimum, the bank account number;
- The name and surname of the account holder.
Documents printed by the applicant are not considered to be adequate evidence that the account is actually held by the applicant.

Refund Policy
Any used electric vehicle purchased by the applicant under this grant shall remain registered in the applicants name for a period of at least thirty-six (36) months from the date of first registration.
If the owner of a used electric vehicle on which a grant has been issued under this scheme transfers the said vehicle before the expiry of the above-mentioned period, then that person shall refund the grant received from Transport Malta.
The refund mentioned above shall not be required when the transfer mentioned therein is a transfer causa mortis to an heir or to a third party or transfer inter vivos in favour of spouses, ascendants, and direct collaterals.
When a used electric vehicle purchased under this grant is returned to the original agent or dealer for any reason, and the agent or dealer does not replace it with a used electric vehicle but refunds the applicant with all or part of the price paid for the used electric vehicle, the applicant shall refund part of the grant received for the used electric depending on the period elapsed from the purchase of the vehicle and its return to the agent, as listed below:
- Less than 12 months: 75%;
- More than 12 months but less than 24 months: 50%;
- More than 24 months but less than 36 months: 25%.
