Renewing an Operator Licence

Light Passenger Transport Services Operator Licences must be renewed before their expiry date for the operator to continue operating.

The renewal process applies to:

• LPTV1 Operator Licences
• LPTV2 Operator Licences
• SOV Operator Licences

The requirements and validity period depend on the Operator Licence category.

Licence Validity

Operators are responsible for ensuring that their Operator Licence is renewed before it expires.

How to Apply for Renewal

Form LPTS001 shall be used.

On the application form, select Renewal and indicate the Operator Licence category being renewed: LPTV1, LPTV2 or SOV.

The renewal application must be accompanied by all applicable supporting documentation.

Before Submitting a Renewal

Operators should ensure that all information provided on Form LPTS001 is complete, accurate and up to date.

This includes details relating to the operator, Operating Centre, approved garaging facilities, authorised vehicles and registered drivers.

The information provided on the renewal application must reflect the operator’s current operation and circumstances, and all applicable supporting documentation must be submitted.

The operator must also continue to satisfy all requirements applicable to the Operator Licence category being renewed.

1. Renewing an LPTV1 Operator Licence

An LPTV1 Operator Licence is for operators with one (1) to four (4) authorised vehicles.

The licence is valid for two (2) years.

To renew an LPTV1 Operator Licence, submit the completed Form LPTS001, selecting Renewal and LPTV1, together with the applicable supporting documentation.

The operator must continue to satisfy the requirements relating to the Operating Centre, approved garaging facilities, authorised vehicles, registered drivers and any other requirements applicable to an LPTV1 Operator Licence.

The number of authorised vehicles cannot exceed the number of drivers legally employed or commissioned by the operator and registered with Transport Malta.

Where the operator intends to have five (5) or more authorised vehicles, the licence can no longer remain LPTV1. The operator must satisfy the requirements applicable to an LPTV2 Operator Licence.

2. Renewing an LPTV2 Operator Licence

An LPTV2 Operator Licence is for operators with five (5) or more authorised vehicles.

The licence is valid for one (1) year and must be renewed annually.

To renew an LPTV2 Operator Licence, submit the completed Form LPTS001, selecting Renewal and LPTV2, together with all applicable supporting documentation.

As an LPTV2 operation has five (5) or more authorised vehicles, the additional requirements applicable at the five-vehicle threshold must continue to be satisfied.

These include requirements relating to approved garaging facilities and their capacity, Planning Authority authorisation, tax compliance, financial standing and drivers.

The combined approved capacity of all garaging facilities must be sufficient to accommodate all vehicles authorised under the Operator Licence.

The number of authorised vehicles cannot exceed the number of drivers legally employed or commissioned by the operator and registered with Transport Malta.

3. Renewing an SOV Operator Licence

An SOV Operator Licence is valid for one (1) year and must be renewed annually.

To renew an SOV Operator Licence, submit the completed Form LPTS001, selecting Renewal and SOV, together with all applicable supporting documentation.

The operator must continue to satisfy the requirements applicable to SOV operations.

SOV vehicles may only provide eligible pre-booked passenger transport services and may not operate through intermediary booking platforms.

The number of authorised vehicles cannot exceed the number of drivers legally employed or commissioned by the operator and registered with Transport Malta.

Where an SOV Operator Licence has five (5) or more authorised vehicles, the additional requirements applicable at the five-vehicle threshold must also continue to be satisfied.

These include requirements relating to approved garaging facilities and their capacity, Planning Authority authorisation, tax compliance and financial standing.

The combined approved capacity of all garaging facilities must be sufficient to accommodate all vehicles authorised under the Operator Licence.

Garaging Facilities

All operators must continue to have approved garaging facilities sufficient for the vehicles authorised under their Operator Licence.

The operator must list all approved garaging facilities used under the Operator Licence on Form LPTS001.

For each garaging facility, the applicable supporting documentation must be submitted.

Where the garaging facility is leased, the operator must submit:

• a copy of the lease agreement; and
• a copy of the property owner’s Identity Card.

The lease agreement must cover the full validity period of the Operator Licence being renewed. Therefore, the lease must cover:

• two (2) years for LPTV1; and
• one (1) year for LPTV2 and SOV.

Where the garaging facility is owned by the operator, documentary proof of ownership must be submitted.

A Site Plan (Form E) must also be submitted for each garaging facility.

Additional Requirements for LPTV2 and SOV with Five or More Vehicles

For LPTV2 operators and SOV operators with five (5) or more authorised vehicles, the following additional documentation must be submitted:

• Form LPTS011 for each garaging facility, confirming its vehicle capacity;
• a valid Planning Authority Development Permit for each garaging facility, confirming that the premises are authorised for use as a public service garage;
• a valid Tax Compliance Certificate; and
• an Auditor’s Statement.

The combined approved capacity of all garaging facilities must be sufficient to accommodate all vehicles authorised under the Operator Licence.

Drivers

Operators must ensure that all drivers operating under the Operator Licence continue to satisfy the applicable legal requirements.

The number of authorised vehicles under the Operator Licence cannot exceed the number of drivers legally employed or commissioned by the operator and registered with Transport Malta.

Where driver details need to be registered or updated, Form LPTS010 must be submitted

Renewal Fee

A fee of €200 applies to renew LPTV1, LPTV2 and SOV Operator Licences.

Where the operator also requests changes at the time of renewal, the applicable fees relating to those changes are payable in addition to the €200 renewal fee.

Submit Your Renewal Application

Submit the completed and signed Form LPTS001, selecting Renewal, together with all applicable supporting documentation and the €200 renewal fee.

Transport Malta will assess the renewal application and the supporting documentation submitted.

Where further information, clarification or documentation is required, the operator may be contacted before the renewal can be approved.

Operators are encouraged to submit their renewal application sufficiently in advance of the expiry date to allow adequate time for processing.

An operator must hold a valid Operator Licence to continue providing light passenger transport services.
