New Petrol-powered Motorcycles - 2026

Scheme Objective
This incentive scheme intends to further promote the use petrol powered Category L vehicles.
Who can Apply?
Persons residing in Malta
Scheme Conditions
The grant shall support the purchase of:
- Mopeds;
- Motorcycles;
- Tricycles; and
- Light Quadricycles.
The scheme is applicable only for motorcycles registered on or after the 1st of April 2025.
The grant includes a scrappage scheme intended to provide further financial support to applicants who, while purchasing and registering a new petrol Category L vehicle (motorcycle), deregister a vehicle of category M1 (car) or N1 (Van) which is at least 10 years old from its year of manufacture.
The total grant amount issued to applicants for any of these grants shall not exceed the purchase price of the new Category L vehicle.
The purchaser of the vehicle shall be considered as the ultimate applicant in terms of this scheme.
Each applicant is eligible to a maximum of 1 grant under this scheme.
Persons who have received grants for the registration of new petrol motorcycles in 2021, 2022, 2023, 2024 and/or 2025 are not eligible for a grant under this scheme.

Terms and Conditions
- Scrapped vehicle must be at least 10 years old from the Year of Manufacture on the date of destruction.
- The Scrapped vehicle must be licensed with Transport Malta in the name of the applicant before its destruction and before the registration of the new petrol-powered motorcycle.
- Deregistered vehicles which had benefitted from the provisions of S.L.65.24 shall not be eligible for this scrappage scheme.
- Vehicles must be scrapped at Authorised Treatment Facilities approved in compliance with the Waste Management (End of Life) Regulations S.L.549.36. Destruction Certificates issued must be dated 2025 or 2026.
- If the scrapped vehicle was continuously registered in Gozo between the 11th October 2021 and the date of scrappage, and the bank account to which the applicant requests the issue of the grant is registered on an address in Gozo, applicant shall be entitled for an additional scrappage grant of 1,000.
Applying for this incentive
Application shall be submitted by the purchaser after the new petrol-powered motorcycle is registered by submitting application form VEH070 along with any information, details and documents required therein.

Bank Document Evidence
The bank document to be submitted along with the application must provide sufficient proof that the IBAN included in the form where the grant is to be deposited is effectively owned by the applicant or the spouse of the applicant. Therefore, this document must be issued by the bank where the account is held and must show, as a minimum, the following information:
- The IBAN or, as a minimum, the bank account number;
- The name and surname of the account holder.
Documents printed by the applicant are not considered to be adequate evidence that the account is actually held by the applicant.

Refund Policy
Any new category L petrol motorcycle purchased by the applicant under this grant shall remain registered in the applicants name for a period of at least thirty-six (36) months from the date of first registration.
If the owner of a used electric vehicle on which a grant has been issued under this scheme transfers the said vehicle before the expiry of the above-mentioned period, then that person shall refund the grant received from Transport Malta.
The refund mentioned above shall not be required when the transfer mentioned therein is a transfer causa mortis to an heir or to a third party or transfer inter vivos in favour of spouses, ascendants, and direct collaterals.
When the vehicle is re-sold and the grant is refunded back by the original owner, the new buyer may apply for the grant scheme related to the purchase of new category L petrol motorcycles, if such a scheme is available at that time.
In cases of a company disqualified within the same group of companies, such a transfer of the vehicle will be permitted without the need to refund the grant.
Any new category L petrol motorcycle purchased by the applicant under this grant shall not be altered in such a way that the category of the vehicle changes to a new category for which grants are not available under this scheme. If the registered owner of a category L petrol motorcycle for which a grant is issued under this scheme alters the vehicle in such a way, then that person shall refund the grant received from Transport Malta. No new grant applications will be accepted if that same category L petrol motorcycle is then altered back to its original category.
