Vehicle Licence Arrears Regularisation Scheme

The Incentive Scheme

This scheme applies to vehicle owners who have scrapped, garaged, exported, or transferred vehicles without officially notifying Transport Malta. It provides an opportunity for owners of vehicles with licence arrears to regularise their position by settling any outstanding payments.

Applying for this Incentive

To apply for this regularisation scheme, owners must submit application form VEH 44 and return the vehicle’s registration plates and the registration certificate (logbook) to Transport Malta to complete the scrapping or garaging process officially. Owners who are missing any of these must fill in and sign Declaration Form VEH 39 or have such declaration included in the Notarised Affidavit.

Other Situations Considered in the Scheme

The scheme also covers cases such as:

  • Vehicles physically scrapped by deceased owners whose heirs have renounced the inheritance and therefore cannot scrap them officially with Transport Malta.
  • Individuals who physically scrapped their vehicle and are currently residing in care homes, hospitals, or similar institutions and cannot scrap them officially with Transport Malta;
  • Vehicles registered on companies or other business undertakings that have been liquidated or are no longer registered with the Malta Business Registry and that therefore cannot be officially scrapped or transferred.

General Information

NOTE 1: A vehicle may only be used on the road if it is covered by a valid insurance policy and holds a valid vehicle licence issued by the Authority.

NOTE 2: Owners of vehicles with licence arrears are not permitted to register or transfer any new or used vehicle in their name until the dues are settled.
