Purchase of New Bicycles and Conversion of Bicycles to Pedelecs- 2025

This financial incentive intends to further promote the use of bicycles and pedelecs, and of active mobility.
The grant consists of the 3 sub-schemes explained below:

GENERAL NOTE: The total grant issued to applicants for any of these incentives shall not exceed the purchase price of the bicycle or the conversion price of the pedelec.
Applying for this Incentive
Applications shall be submitted by the purchaser of the bicycle or the owner of the converted bicycle following the purchase or conversion by submitting application form VEH080 along with any information, details and documents required therein.
Grants shall be paid to the applicant, or to the parent/s or legal guardian/s in the case of a minor applicant under the age of sixteen, through direct credit to the bank account indicated in the application.
In the case of an application within the scope of the De Minimis State Aid*, the State Aid Declaration VEH071 is also required.
Applications under this scheme, together with all the relevant documents, shall be submitted by the applicant during working hours or mailed to Transport Maltas Driver and Vehicle Licensing Unit (DVLU). For opening hours and addresses refer here.
*Applications from business undertakings and from Voluntary Organisations with an economic activity shall be subject to the de minimis State Aid Regulations and applicable thresholds. Depending on the sector of activity of the applicant, the De Minimis rules stipulated in Commission Regulation (EU) No. 2023/2831, Commission Regulation (EU) No. 1408/2013 or Commission Regulation (EU) No. 717/2014 shall apply.
Bank Document Evidence
The bank document to be submitted along with the application must provide sufficient proof that the IBAN included in the form where the grant is to be deposited is effectively owned by the applicant or the spouse of the applicant. Therefore, this document must be issued by the bank where the account is held and must show, as a minimum, the following information:
- The IBAN or, as a minimum, the bank account number;
- The name and surname of the account holder.
Documents printed by the applicant are not considered to be adequate evidence that the account is actually held by the applicant.
