New Petrol-powered Motorcycles 2024

This scheme is applicable only for Motorcycles and other Category-L vehicles that were pre-ordered, ordered or bought (with deposit) on or before the 4th of May 2023.

The information included in this page is meant to provide information about this incentive scheme, without prejudice to any provision in the respective scheme as published on the government gazzette, downloadable here.

This financial incentive intends to further promote the use petrol powered Category L vehicles which were pre-ordered, ordered or purchased (with deposit) on or before the 4th of May 2023, and is aimed at:

  • Persons residing in Malta;
  • Voluntary organisations (including NGOs); and
  • Undertakings established in Malta.

This incentive allows a mix and match of purchase of new petrol powered Category L vehicles, and replacement of old vehicles. The grant shall support the purchase of:

  • Mopeds;
  • Motorcycles;
  • Tricycles; and
  • Quadricycles.

The grant includes a scrappage scheme intended to provide further financial support to applicants who, while purchasing and registering a new petrol Category L vehicle (motorcycle), deregister a vehicle of category M1 (car) or N1 (Van) which is at least 10 years old from its year of manufacture.

The Incentive Details

Grant amounts to be paid for each Category L Petrol motorcycle purchased by any eligible applicant.

The quantity of grants that may be issued to an applicant may not exceed the following limits:

Voluntary Organisation or undertakings that received less than 5 grants for new Category L petrol vehicles in 2021, 2022 and 2023. Up to 5 grants, as long as the total number of grants for new Category L Petrol Vehicles in 2021, 2022, 2023 and 2024 does not exceed 5 grants.
Grant amounts to be paid when a vehicle in scrapped in conjunction with any other grant for the purchase of a new Category L Petrol motorcycle.

NOTE 1: Deregistered vehicles which had benefitted from the provisions of S.L.65.24 shall not be eligible for this scrappage scheme
NOTE 2: The vehicle to be scrapped must be registered on the applicant’s name on the date of registration of the new Category L Vehicle and on the date of scrappage.

NOTE 3: Applications for scrappage scheme submitted without the destruction certificate for the scrapped vehicle will be disregarded and the final grant amount will be calculated without the scrappage grant.

GENERAL NOTE 1: The total grant amount issued to applicants for any of these grants shall not exceed the purchase price of the new pedelec or Category L vehicle.
GENERAL NOTE 2: The de minimis Regulations* and the respective thresholds shall apply when scrappage grants are issued to undertakings established in Malta or voluntary organisations which carry out any economic activity.

Applying for this incentive

An application for a grant under this scheme shall be made either by the agent/dealer/supplier or by the purchaser, by submitting application form VEH070 along with any information, details and documents required therein. The purchaser of the vehicle shall be considered as the ultimate applicant in terms of this scheme.

In the case of an application within the scope of the De Minimis State Aid rules* , the State Aid Declaration VEH071 is also required..

A licensed dealer or car agent purchasing any of these vehicles for showroom and sales purposes may apply for the grant but on re-selling such vehicle, the buyer will not be eligible for any grant, including the used grant.

Applications under this scheme, together with all the relevant documents, shall be submitted by the applicant during working hours or mailed to Transport Malta’s Driver and Vehicle Licensing Unit (DVLU). For opening hours and addresses refer here.

*Depending on the sector of activity of the applicant, the De Minimis rules stipulated in Commission Regulation (EU) No. 2023/2831, Commission Regulation (EU) No. 1408/2013 or Commission Regulation (EU) No. 717/2014 shall apply.
