Aerodromes
Licensing & Certification
Certification according to EASA regulations
Aerodromes, including equipment, open to public use and which serve commercial air transport and where operations using instrument approach or departure procedures are provided, and:
(a) have a paved runway of 800 metres or above; or
(b) exclusively serve helicopters;
shall comply and be certified in accordance with the provisions and Essential Requirements of Regulation EU 2018/1139 and its Implementing Rules set in Regulation EU 139/2014. Personnel and organisations involved in the operation of these aerodromes shall comply with these Regulations.
Aerodromes which have less than 10,000 passenger movements per year, handle no more than 850 movements related to cargo operations per year are exempt from these Regulations.
Licensing/Certification according to National Legislation
Aerodromes intended for international operations and/or open to public use, which do not fall within the scope of the European Union Aviation Safety Agency (EASA), must obtain licensing /certification in accordance with CAP 641 Air Navigation Act, Regulatory Instrument 004/2025, and SL499.29 Civil Aviation (Aerodrome Licensing Regulations).
Furthermore, a certificate shall be required if one or more of the following criteria apply to an aerodrome:
a) Operations by aircraft exceeding 2370kg maximum take-off mass (MTOM);
b) Operations by aircraft of a MTOM less than 2370kg operating at night;
c) Scheduled public transport of passengers;
d) Operations by aircraft used for flight instruction;
e) Test flying operations.
The certification process follows the standards and recommended practices published by ICAO in Annex 14 Vol I and II and related Documents, as amended from time to time.
