Goods Transport Services may be offered by Goods Transport Operators and may be used to carry goods by road within the territory of Malta, or between Malta and any other country. Goods Transport operators are required to obtain an operator’s licence from Transport Malta, in accordance with the requirements set out in the Motor Vehicles (Carriage of Goods by Road) Regulations - S.L. 65.19.

The carriage of goods by road for hire and reward using vehicles with a gross vehicle weight greater than 3,500 kg is regulated through the Motor Vehicles (Carriage of Goods by Road) Regulations (S.L. 65.19) and may only be organised by Goods Transport Operators licensed by Transport Malta. Such operators are grouped in two categories:
An person, whether natural or legal, may become a Goods Transport Operator as long as the following conditions as set out in the regulations are complied with:
Goods transport operator licenses are valid for five years and may be renewed upon submission of a renewal application proving that the above conditions are still complied with by the operator.
When applying for a Goods Transport Operator Licence, applicants are required to submit the application form, duly filled, to the Road Transport Licensing Unit at the Sa Maison offices of Transport Malta.
