Registered business and registered Private Companies

An amount of grant as stipulated in the De Minimis Regulations (i.e. a maximum of €200,000 (or €100,000 in the case of undertaking performing road freight transport for hire or reward) in de minimis aid per single undertaking over a period of three consecutive fiscal years) and grant can be availed with a mix and match of vehicles as follows.


New Electric Vehicle with scrapping

€7,000 when registering a new electric vehicle falling under the M1 category while de-registering and scrapping another M1, M2, N1 or N2 ICE vehicle which is at least 10 years old from its year of manufacture.

€9,000 when registering a new electric vehicle falling under the N1 category while de-registering and scrapping another M1, M2, N1 or N2 ICE vehicle which is at least 10 years old from its year of manufacture.

€10,000 when registering a new electric vehicle falling under the M2 or N2 category while de-registering and scrapping another M1, M2, N1 or N2 ICE vehicle which is at least 10 years old from its year of manufacture.

Documents needed

  • Copy of the destruction certificate issued by an authorised treatment facility
  • In the case of a company or partnership, a certified true copy of the Articles of Association or VAT certificate
  • In the case of self-employed or a cooperative society, a certified true copy of the VAT certificate

New Electric Vehicle without scrapping

€6,000 when registering a new electric vehicle falling under the M1, M2, N1 or N2 category without de-registering and scrapping an older ICE vehicle

  • In the case of self-employed or a cooperative society, a certified true copy of the VAT certificate

Second Hand Electric Vehicle

€2,000 when registering an imported second-hand electric vehicle falling under the M1, M2, N1 or N2 category. The electric vehicle is not older than 36 months and should not exceed 15,000km on the odometer.

  • In the case of self-employed or a cooperative society, a certified true copy of the VAT certificate

Quadricycle or electric motorcycle

When registering a new electric quadricycle or electric motorcycle falling under the L6e-B, L7e-B and L3e-A category the grant will be of 25% of the CIF value which amount will be capped to €6000.

When de-registering and scrapping another M1, M2, N1 or N2 ICE vehicle which is at least 10 years old from its year of manufacture an additional €1000 will be given.

New Pedelec

€400 per pedelec when purchasing of up to a maximum of twenty (20) new pedelec (maximum grant €8000)

Documents needed

  • an Invoice (including serial number)
  • a Fiscal Vat Receipt
  • either a Type Approval Certificate
    • or a Certificate of Conformity indicating Technical Specifications
    • or Technical Unit Inspection form
  • In the case of a company or partnership, a certified true copy of the Articles of Association or VAT certificate
  • In the case of self-employed or a cooperative society, a certified true copy of the VAT certificate
  • State Aid form (de minimis)

New Cargo Pedelec

€2,000 per new cargo pedelec when purchasing of up to a maximum of twenty (20) units per company (maximum grant of €40,000)

  • an Invoice (including serial number)
  • a Fiscal Vat Receipt

    • or a Certificate of Conformity indicating Technical Specifications
    • or Technical Unit Inspection form

New Electric motorcycle / scooter/ moped

€400 when purchasing and registering a new electric scooter under the vehicle category L1e with up to a maximum of €200,000 grant (as stipulated in the De Minimis Regulation) to be used as part of an electric motorbike fleet

€400 purchasing and registering of up to a maximum of twenty (20) new electric motorcycle/ scooters/ mopeds /quadricycle falling under the L1e, L2e, L3e-A1, L3e-A2, L5e, L6e or L7e categories (maximum grant of €8000)

  • In the case of a company or partnership, a certified true copy of the Articles of Association or VAT certificate
  • In the case of self-employed or a cooperative society, a certified true copy of the VAT certificate

State Aid

For the purpose of applicants that carry out an economic activity, this scheme will be implemented in accordance with the provisions of Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid, OJ L 352/1 of 24 December 2013. Companies, self-employed persons and NGOs that carry out an economic activity applying for these grants should make sure that they are within the limits of State Aid.

Together with the application form, such applicants will have to fill a separate form on State Aid.


Duration of the Scheme

This scheme shall remain into force until the 31st December 2020 or until the exhaustion of budget funds unless modified or terminated beforehand by a Notice in the Government Gazette. Notwithstanding Government may terminate or extend the scheme at any time by giving prior notice.
