Scheme on the Purchase of New Environment-Friendly Vehicles Category M1 motor vehicles

Low Emissions

This scheme is intended to promote the purchase of category M1 vehicles (passenger cars) having low emissions, including mild-hybrid vehicles. The scheme includes a scrappage scheme.

The overall aim of the scheme is to replace existing conventional vehicles using Internal Combustion Engines with new less-polluting vehicles in order to reduce the emissions generated by the Transport Sector.

This scheme is available for: 

  • Individuals; and
  • Registered Voluntary Organisations (NGOs).

A budget of €1,500,000 has been allocated to this scheme.

Applicants for this grant submit form VEH 38 with all required supporting documents at the Driver and Vehicle Licensing Unit In Paola or Ħal Lija.

Applications submitted by Registered Voluntary Organisations with an Economic Activity shall also include the State Aid Declaration form VEH 71. In such cases and in line with the de minimis Regulations, the total amount of state aid granted to a single undertaking or organisation under this scheme and any other de minimis scheme, shall not exceed in the aggregate €200,000 (or €100,000 in the case of a single undertaking performing road freight transport for hire or reward) over a rolling three fiscal year period.

The grant will amount to:

  1. €900 or the equivalent to the amount of registration tax paid on that vehicle up to a maximum of €1,500 will be given to persons registering a new Category M1 vehicle with NEDC CO2 emission levels up to 100g/km;
  2. €800 will be given to persons registering a new Category M1 vehicle with NEDC CO2 emissions levels between 101 and 130 g/km;
  3. €2,000 will be given to persons registering a new category M1 mild hybrid Vehicle with NEDC CO2 emissions deducted by 30% between 40 and 65g/km;
  4. €800 or the equivalent to the amount of registration tax paid on that vehicle up to a maximum of €1,500 will be given to persons registering a new Category M1 vehicle with WLTP CO2 emission levels up to 130g/km;
  5. €800 will be given to persons registering a new Category M1 vehicle with WLTP CO2 emissions levels between 131 and 170 g/km;
  6. €2,000 will be given to persons registering a new category M1 mild hybrid Vehicle with WLTP CO2 emissions deducted by 30% between 40 and 80g/km.
