Scheme on the Purchase of Electric Vehicles and Plugin-Hybrids

This scheme is intended to promote the purchase of Battery Electric Vehicles (BEV), Plug-in Hybrid Electric Vehicles and Range Extender Electric Vehicles in categories M1, M2, M3, N1 and N2; and also includes a scrappage scheme.

The overall aim of the scheme is to replace existing conventional vehicles using Internal Combustion Engines with new Electric Vehicles in order to reduce the emissions generated by the Transport Sector.

This scheme is available for:

  • Individuals;
  • Registered Companies and Partnerships;
  • Local Councils;
  • Registered Voluntary Organisations (NGOs);
  • Self-Employed, and Cooperatives.

A budget of €2,500,000 has been allocated to this scheme.

Applicants for this grant shall submit form VEH 51 with all required supporting documents at the Driver and Vehicle Licensing Unit In Paola or Ħal Lija.

Applications submitted by Registered Companies and Partnerships, Voluntary Organisations with an Economic Activity, Self-Employed, and Cooperatives shall also include the State Aid Declaration form VEH 71. In such cases and in line with the de minimis Regulations, the total amount of state aid granted to a single undertaking or organisation under this scheme and any other de minimis scheme, shall not exceed in the aggregate €200,000 (or €100,000 in the case of a single undertaking performing road freight transport for hire or reward) over a rolling three fiscal year period.

For Private Individuals the grant will amount to:

  1. €9,000 when registering a new electric vehicle falling under the M1 or N1 category while de-registering and scrapping another M1, M2, N1 or N2 ICE vehicle which is at least 10 years old from its year of manufacture;
  2. €8,000 when registering a new electric vehicle falling under the M1 or N1 category without de-registering and scrapping an older ICE vehicle;
  3. €5,000 when registering a used electric vehicle falling under the M1 or N1 category and is not older than 6 months from date of first registration and does not exceed 6,000km on the odometer. while de-registering and scrapping another M1, M2, N1or N2 ICE vehicle which is at least 10 years old from its year of manufacture;
  4. €4,000 when registering a used electric vehicle falling under the M1 or N1 category and is not older than 6 months from date of first registration and does not exceed 6,000km on the odometer without de-registering and scrapping another ICE vehicle;
  5. €3,000 when registering a used electric vehicle falling under the M1 or N1 category and is not older than 36 months from date of first registration and does not exceed 15,000km on the odometer. while de-registering and scrapping another M1, M2, N1or N2 ICE vehicle which is at least 10 years old from its year of manufacture;
  6. €2,000 when registering a used electric vehicle falling under the M1 or N1 category and is not older than 36 months from date of first registration and does not exceed 15,000km on the odometer without de-registering and scrapping another ICE vehicle;
  7. €1,000 when registering a used electric vehicle falling under the M1 or N1 category and is older than 36 months but not exceeding 72 months from date of first registration.

For Registered Companies and Partnerships, Local Councils, Registered NGOs, Self-Employed, and Cooperatives the grant will amount to:

  1. €9,000 when registering a new electric vehicle falling under the M1 category while de-registering and scrapping another M1, M2, N1or N2 ICE vehicle which is at least 10 years old from its year of manufacture;
  2. €8,000 when registering a new electric vehicle falling under the M1 category without de-registering and scrapping another ICE vehicle;
  3. €12,000 when registering a new electric vehicle falling under the N1, N2, M2 and M3 category while de-registering and scrapping another M1, M2, N1 or N2 ICE vehicle which is at least 10 years old from its year of manufacture;
  4. €11,000 when registering a new electric vehicle falling under the N1, N2, M2 or M3 category without de-registering and scrapping an older ICE vehicle;
  5. €5,000 when registering a used electric vehicle falling under the M1, M2, N1 or N2 category and is not older than 6 months from date of first registration and does not exceed 6,000km on the odometer while de-registering and scrapping another M1, M2 or N1, N2 ICE vehicle which is at least 10 years old from its year of manufacture;
  6. €4,000 when registering a used electric vehicle falling under the M1, N1 or N2 category and is not older than 6 months from date of first registration and does not exceed 6,000km on the odometer without de-registering and scrapping another ICE vehicle;
  7. €3,000 when registering a used electric vehicle falling under the M1, N1 or N2 category and is not older than 36 months from date of first registration and does not exceed 15,000km on the odometer while de-registering and scrapping another M1, M2 or N1, N2 ICE vehicle which is at least 10 years old from its year of manufacture;
  8. €2,000 when registering a used electric vehicle falling under the M1, N1 or N2 category and is not older than 36 months from date of first registration and does not exceed 36,000km on the odometer without de-registering and scrapping another ICE vehicle;
  9. €1,000 when registering a used electric vehicle falling under the M1, N1 or N2 category and is older than 36 months but not exceeding 72 months from the date of first registration.
     

Applicants in this category shall be subject to the De Minimis State Aid Rules.
