The Merchant Shipping Directorate would like to inform all concerned that Malta ratified the Maritime Labour Convention, 2006 (MLC) on 18 January 2013 and shall enter into force for Malta on 20 August 2013. The MLC has been transposed into domestic legislation through the Merchant Shipping (Maritime Labour Convention) Rules, 2013.
In terms of law, certification of seafarers is the responsibility of the Registrar-General of Shipping and Seamen. Certificates of competence are issued only after successful completion of approved courses of training and, examinations held in Malta conducted to very rigorous standards. Although over these last 25 years there has been a steady stream of seafarers who have qualified for the issue of these certificates, the total number of certificated personnel remains rather small. With the coming into force of STCW 95 there has been a substantial expansion of the work of the Merchant Shipping Directorate to deal with the formal recognition of a large number of foreign certificated seafarers serving on Maltese ships.
