1. Registration and Licensing of New and Used Vehicles, Certified as Classic, Vintage or Veteran Vehicles by the Vintage Classification Committee.
The Registration of all Motor Vehicles is regulated by the Motor Vehicles Registration and Licensing Act (Cap. 368).
A vehicle is deemed to be a classic, vintage or veteran vehicle if it has an age of 30 years or more from year of manufacture and which has been classified by the vintage classification committee.
The vintage vehicle classification committee is a committee appointed by the Authority (Transport Malta), all of whom possessing the necessary technical competence and their function shall be to -
(a) Classify vehicles as vintage or classic or veteran vehicles in accordance with pre-established criteria; and
(b) Calculate the registration value of any such vehicles for the purpose of calculating the registration tax.
2. Registration of Foreign Registered vehicles
2.1 The following is the procedure required to apply for a vehicle to be classified as Classic, Vintage or Veteran by the Vintage Classification Committee:
2.2 Customer will call at the Land Transport Directorate in Hall C and submits the following application forms.

Five recent photographs, which will not be returned, taken from the front, rear, engine bay, side and interior of the vehicle. Applications for motorcycles require only four photos namely front, rear, and both sides. (In the front and rear photos the registration number plate must be visible).
2.3 A system of points will be awarded whereby those vehicles excluding motorcycles obtaining 60 points or more out of 100 points and in the case of motorcycles 45 points out of 80 points will be certified as classic, vintage or veteran vehicles.
2.4 The Vintage Classification Committee verifies the application forms and classifies the vehicle according to the year of manufacture as classic, vintage or veteran. Following the board meeting, the committee who effect the inspection and valuation of the vehicle will issue an inspection form and valuation sheet for every respective vehicle.
2.5 Those vehicles obtaining at least the minimum number of points indicated above will be classified as classic, vintage or veteran.
2.6 A letter will be sent to the customers informing them how much registration tax must be paid to register their vehicle. The customer is also informed that he shall register the vehicle within 20 days from date of letter otherwise he shall be liable to pay a penalty of €30 per day until the vehicle is registered.
3. Registration Tax Rates for vehicles which have an age of 30 years to 49 years from the Year of Manufacture.
3.1 In the case of (M1) vehicles the registration tax is worked by multiplying the estimated registration value as provided by the Vintage Classification Committee with the percentage rate as stated below.

4. PAYMENTS
4.1 Payments to be submitted payable to Transport Malta

Administration fee of €15 for every vehicle to be registered over the counter

Administration fee of €50for the Inspection made by the Vintage Vehicle Classification Committee member.

5 Annual Circulation Licence Fee for Vehicles (Manufactured on or before a date falling 30 years preceding the date of issue or renewal of their licence and certified by the Vintage Vehicles Committee)

Licence fee is €0. An administrative fee of €8 per vehicle is payable for all certified vehicles.
6 Application to have a locally registered vehicle classified as Classic, Vintage or Veteran by the Vintage Classification Committee:

6.2 Customer will call at the Land Transport Directorate in Hall C and submits the following application forms.

6.3 A system of points will be awarded whereby those vehicles excluding motorcycles obtaining 60 points or more out of 100 points and in the case of motorcycles 45 points out of 80 points will be certified as classic, vintage or veteran vehicles.
6.4 The Vintage Classification Committee verifies the application forms and classifies the vehicle according to the year of manufacture as classic, vintage or veteran.
6.5 Those vehicles obtaining at least the minimum number of points indicated above will be classified as classic, vintage or veteran.
6.6 A letter will be sent to the customer informing him with the decision taken by the committee and if the vehicle is approved the customer may call at his insurance agent or broker and renew his vehicle licence.
