Transport Malta started receiving applications for the New Grant Scheme on the Licensing of Wheelchair Accessible Vehicles as Taxis or as Vehicles for Hire with a Driver as from 1st January 2018.

               

As announced in the Budget 2018 speech, the Ministry for Transport, Infrastructure and Capital Projects together with Transport Malta, has launched a grant scheme to incentivise the licensing of new Wheelchair Accessible M1 Category Vehicles as Taxis or as Vehicles for Hire with a Driver (Garage Hire).

 

This scheme is aimed at promoting the inclusion of Wheelchair Accessible Vehicles within the fleets of Taxis and Vehicles for Hire with a Driver in Malta and Gozo. The scheme is available only for owners of Taxi Licences in terms of the Taxi Services Regulations (S.L.499.59) and owners of Public Service Garage licences in terms of Transport Malta’s standing Policy concerning the issuing of licences for Public Service Garages (PSG).

 

The maximum budget for this grant is €100,000.

 

 A grant of €10,000 will be issued to:

·         Owners of a Taxi licence who replace their existing taxi with a Wheelchair Accessible Vehicle complying with the specifications included in the scheme;

·         Owners of a Public Service Garage licence who introduce a Wheelchair Accessible Vehicle complying with the specifications included in the scheme.

 

The Wheelchair Accessible Vehicle shall be either:

·         Imported and registered already adapted for wheelchair access, in which case it can be immediately licensed as a Taxi or as a Vehicle for Hire with a Driver;

·         Imported not already adapted for wheelchair access, in which case the vehicle would have to be modified locally before it can be licensed as a Taxis or as a Vehicle for Hire with a Driver. In this case the normal rules for vehicle modifications shall be followed, including the need of a modification plan and report issued by a warranted engineer.

In any of the above cases, the Wheelchair Accessible Vehicle shall fully comply with the applicable requirements for Taxis or Vehicle for Hire with a Driver as the case may be, as stipulated in the respective Regulations or Policy.

 

Applicants for the grant shall also:

·         de-register and scrap another M1 or N1 vehicle which is at least 10 years old from its year of manufacture;

·         the de-registered M1 or N1 vehicle shall  be licensed on their name at the moment of de-registration;

·         the de-registered M1 or N1 vehicle shall have been licensed for ciruclation on the road, on any name, for the 5 years preceding the de-registration and scrappage;

·         the de-registration of the M1 or N1 vehicle shall happen not earlier than one week before the day when the new Wheelchair Accessible Vehicle is licensed as a Taxi or as a Vehicle for Hire with a Driver.

 

The scheme shall be automatically terminated when the total amount of the grants reach the amount of 10.

 

The scheme will be limited to 5 Taxi vehicles and 5 Vehicles for Hire with a Driver on a first-come-first-served basis.

 

Every applicant shall be entitled to only one grant under this scheme.
