Driving a Vehicle for Hire or Reward

Horse Drawn Cabs, or Karozzini, may be driven only by holders of a driver’s tag, which is issued by the Driver & Vehicles Licensing Unit of Transport Malta to applicants who satisfy the following requirements:

Is in possession of a category B driving license;

Has attended the Customer Care course at the Employment and Training Corporation (ETC);

Has attended a horse grooming training course at the Police Cavalry Section;

Is of good repute and conduct.
In order to satisfy the condition of good repute and conduct, an applicant shall include a Police Conduct Certificate along with the application. For this type of tag, a person shall not be deemed to be of good repute if that person has been:
(a) convicted, during the previous five years, of a crime liable to a term of imprisonment of three months or more or a fine of at least four hundred and sixty-five euros and eighty-seven cents (€465.87),
(b) convicted, during the previous two years, of offences against traffic or road transport regulations.
Applicants who are found to satisfy all the above requirements will be issued with a driver’s tag on which the icon for horse drawn cabs is shown.
Such tags are valid for five years, at the end of which period the applicant shall be required to present a new police conduct certificate to confirm his continued compliance with the condition of good repute.
